HR Employee Relations Specialist

Under general supervision, perform professional and technical personnel services and provide support to the labor relations manager in labor negoti! ations, conduct exit interviews, investigations and process unemployment claims.
Duties and Responsibilities
Perform exit interviews and report and discuss findings with senior management.
Plan, study, compile, analyze and organize data and make recommendations on decisions specific to labor relations.
Assist in the coordination and mediation of grievances and/or disciplinary actions; ensure compliance with collective bargaining agreements and county rules and regulations.
May serve on management team, or as an advisor for labor relations teams; gather and compile data from proposals and provide information to resolve labor relations problems.
May assist staff, employees, supervisors and directors in resolving work-related conflicts.
Assist in coordinating and implementing Bernalillo Countyâs Substance Abuse Program and Policies.
Assist in research and respond to unemployment claims; coordinate schedule of fitn! ess-for-duty physical examinations.
Assist in conduct! ing administrative investigations involving employee conduct and ethical business standards according to Bernalillo County policies.
Coordinate new employee orientation sessions.
Arrange and attend meetings regarding labor relations related issues.
Assist management in reviewing federal, state and local employment regulations, County Rules and Regulation, Ordinances, and negotiated labor contracts, etc. for compliance and compatibility. Consult with management concerning areas where County practices might be in potential violation.
Prepare statistical reports and correspondence; respond to written and verbal inquiries regarding labor relations and other related matters.

Bachelor Degree in human resources, business/public administration or related field plus three (3) years experience in human resources or related field and/or experience in conducting investigative interviews and writing reports, OR a combination of post-secondary education and/or experience totaling seven (7) years in human resources or related field and/or experience in conducting investigative interviews and writing reports.
Knowledge of principles and practices of public personnel administration.
Knowledge of techniques of unemployment claims and collective bargaining agreements.
Ability to conduct internal investigations in areas of employee conduct and ethical business standards.
Ability to analyze and compile data and write reports.
Ability to research, analyze and make recommendations for resolution to techni! cal personnel problems.
Ability to utilize discretion and inde! pendent judgment. Must be able to maintain confidentiality at all times.
Ability to interpret and apply rules, regulations, policies and procedures.
Ability to communicate effectively in both oral and written English, to prepare accurate, concise, complete, and informative written materials.
Ability to manage projects and personnel effectively and to work productively either independently or as a team member or team leader.
Requires excellent basic math skills including statistics.
Proficiency in the use of Windows-based word processing, spreadsheet, and database software and in the development and maintenance of application data.
Ability to interact effectively and professionally with co-workers, supervisors and the general public.
Excellent organizational skills and ability to handle effectively multiple concurrent assignments, and activities.

Working Conditions
Essential job duties are performed indoors in a climate-controlled environment.
Primary work surface is even, dry, carpeted or tiled floor.
Works alone primarily, with or without directions. Works with a group at times and with a select team at times.
Equipment, Tools and Materials
Equipment used in performing duties includes: computer, typewriter, recording equipment, telephone, calculator, facsimile machine, and photocopy machine.
Materials and products handled on performance of duties include: logs, spreadsheet, graphs, pie charts, writing utensils, safety manual, rules and regulations, and various office forms.

Must be able to crouch and kneel occasionally.
Must be able to use hands and fingers in order to grasp/manipulate various equipment and materials needed to perform duties and responsibilities.
Must be able to coordinate use of hands and eyes in operation of equipment! such as telephone, typewriter and computer.
