Job Summary
This is a Limited Term Position. These assignments! are typically for up to a one-year period, with the option at management's discretion to serve up to one additional one-year assignment.
The individuals respond to emergency incidents and non-emergency activities (command, control, health and safety, etc.) incidents and activities in accordance with established Corporate and Department policies and procedures. Shift Operations Team Coordinator responsibilities include, but are not limited to the following: Department policy, plans, and procedures for command, hazardous materials, confined space/technical rescue, and emergency medical response, internal and external response coordination, and emergency planning. The position may perform other duties as may be assigned.
Primarily oversees non-exempt and exempt members of the workforce. Coordinates subordinate employee, work assignments, recognition and recommend disciplinary actions, and contributes to performance assessments. Ensures that customer needs ar! e satisfied by managing and coordinating specific deliverables! , project plans, schedules, and staffing requirements. May contribute to the acquisition and development of staff resources, capabilities, and existing and future projects. Provides technical consultation and ensures implementation of Sandia National Laboratories? corporate and emergency management policies, plans, and procedures. Oversees development and implementation of team and equipment plans and procedures.
Primary Job Duties
Serves as an incident commander and command team member during emergency and non-emergency response.
Integrates health and safety plans, policies, and procedures into daily activities to ensure a work environment in accordance with health and safety plans and requirements.
Understands the work of the team and guides the work of the project.
Applies specialized knowledge and experience to independently judge work quality, performance, and alignment of results with customer expectations.
Primarily oversees non-exem! pt and exempt members of the workforce, within the team, and works with the organization's manager on hiring and assessment and performance management, consistent with the mission of the organization.
Ensures that customer needs are satisfied through the creation of trust-based relationships.
Develops and conducts technical post-incident analyses based on the incident facts and procedures, identifies required critical elements, completes required documentation.
Promotes excellence by managing and coordinating specific deliverables, overall team goals, schedules, and staffing requirements.
Develops policies and procedures to respond to events or conditions involving the release of hazardous materials or a major engineering failure of safety systems or protocols.
Maintains technical proficiencies by participating in a wide range of drills, exercises, and limited-scope performance testing.
Assists in developing, planning, and designing drills and exerci! ses and participates as a controller or evaluator.
Produces field o! perational plans and procedures and implements an action plan based on assigned and available resources, type of incident, and risk-benefit analysis to mitigate the incident.

Knowledge of and ability to implement the National Incident Management System as an incident commander.
Technical knowledge and ability to analyze incidents, estimate potential outcomes, plan responses, implement emergency operations, evaluate progress, and mitigate situations.
Ability to monitor and assess safety hazards or unsafe situations and develop measures to ensure personnel safety at the scene of an incident.
Ability to conduct and implement work planning and controls.
Ability to work with sensitive information and classified matter.
Ability to model behaviors that reflect Sandia National Laboratories' core values.

Applicants must submit a current resume to be considered for this position. Candidates shall possess and have demonstrated experience with the following:
-- Must have a bachelor's degree in relevan! t discipline plus five or more years of experience; or master's degree ! in relevant discipline plus two or more years' experience; or doctorate in relevant discipline; or equivalent combination of education and experience.
-- Minimum 10 years of experience working as an emergency responder to hazardous materials (Operations level or higher), and Emergency Medical incidents; of which 5 years experience need to be in successfully managing emergencies (planning, organizing, developing, implementing and directing activities dealing with immediate life threatening consequences) as an Incident Commander at single agency, and/or multi-agency single jurisdiction and/or multiple jurisdiction hazardous materials, and emergency medical incidents; experience in understanding and anticipating risks associated with chemical, physical, radiological, biological, and explosive hazards; and 5 years need to be in supervising emergency hazardous materials/emergency medical responders.
--Previous demonstrated experience (with-in the past five year! s working rotating shifts to provide 24-hour response coverage) working shift work which includes weekends, nights and holidays to allow for schedule changes on short notice to accommodate vacations, training, holidays, sick leave, and travel to ensure continued 24 hour service delivery.
-- Proficiency in desktop computing applications such as Microsoft Office applications (Word, Excel, Outlook), Web/Internet, staffing program application.
--The ability to work outdoors in adverse weather conditions.
--Current OSHA 1910.120 First Responder Operations.
--Ability to obtain and maintain a required US DOE Security Clearance.

Security Clearance
Position requires a Department of Energy (DOE)-granted Q-level security clearance.
Sandia is required by DOE directive to conduct a pre-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications.
