The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.

This Supervisory position is in the Claims Branch, and has responsibility for all Forest Service trespass claims both for and against the government, within multiple regions of the Forest Service. This position supervises the day-to-day activities of approximately twelve employees, GS-12 and below. KEY REQUIREMENTS

- Collaborates with higher-level management to develop agency positions, proposals, and strategies on complex employee relations issues
- Gathers background informatio! n and prepares formal correspondence on full range of legal actions
- Interprets laws and policies and provides advice, direction and training on legal issues primarily involving tort claims
- Indepedently plans, develops, executes and evaluates a comprehensive legal claims program
- Advises and assists employees, claimants, and other internal and external contacts on legal claims procedures and appropriate options for proper resolution of conflicts or problems
- Provides management advisory services and appropriate legal guidance to subordinate employees in response to a wide range of legal issues and factual matters which can be controversial and/or sensitive in nature
- Ensure all written products, including those of subordinates, are factually and legally sound with a proper recommendation
- Provides overall advice, assistance and training to subordinates, customers, managers, and attorneys both within and outside the government! QUALIFICATIONS REQUIRED:
GS-13: One year of specialized experience equivalent to at least the GS-12 level. Examples of specialized experience are: oversaw a claims program; justified, defended, and/or negotiated matters involving significant or controversial issues; prepared and presented briefing materials that involve complex legal and technical matters; provided legal guidance to higher level management.

May be subject to satisfactory completion of one year probationary or ! trial period.

You will be evaluated in accordance with the category rating procedure as defined in the USDA Demonstration Project Plan. Applicants who meet the basic minimum qualification requirements established for the position will be placed in the Eligible category. Eligible applicants will be further evaluated against criteria for placement in the Quality category. This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Occupational Questionnaire. This position requires completion of a three-year probationary period in accordance with the USDA Demonstration Project Authority. During this time period, employee's conduct and performance will be monitored in order to determine if employee will be retained.
