PREFERENCES

  • Technical knowledge of the federal government permitting and renewal process as it pertains to BLM and USFS
  • Interpretation of legal descriptions and property surveys
  • Appraisal process, Uniform Appraisal Standards for federal land acquisitions
  • Title research knowled! ge
  • Familiarity with NM Native American culture and ab! ility to develop constructive working relationships
  • Experience with project planning and budget forecasting
JOB DESCRIPTION

SUMMARY:
Under general supervision of the Land Services Supervisor, plans, develops, coordinates, and directs all phases of land acquisition and renewals for technical projects requiring coordination with external organizations and governmental agencies. The Technical Project Manager II participates on a cross-functional team performing all aspects of multiple, American Indian right of way negotiations, including permit acquisition, project planning, scheduling, budget and reporting. The position assists management with development of long range strategy recommendations in relation to American Indian Right of Way renewals and new construction projects. The position will perform complex land acquisition projects that may support PNM's capital program for transmission and distribution construction as well as genera! tion development.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Serves as lead negotiator on all American Indian right of way related issues, representing the company in the execution of strategies, consistent with the objectives of management and company subject matter experts

Performs duties associated with acquisition of tribal land rights to include preparation and submission of accurate Bureau of Indian Affairs applications and exhibits

Directs land services projects to completion within schedule, cost, performance objectives, and standards

Directs detailed and complex projects while minimizing costs and risk

Identifies and leads the development of innovative solutions to complex land negotiation issues

Represents PNM and the project at public hearings and in discussions with multiple government agencies and maintains professional relationships with American Indian Tribal entities and other government officials !

Directs the compilation of project budgets

Tracks cos! ts and advises management on project performance

Delegates assignments among subject matter experts including project goals and schedules

Directs and oversees the development of project performance standards and criteria

Promotes awareness and compliance with corporate EEO and loss control policies

Coordinates with internal experts, consultants, and attorneys in the implementation of the strategies for projects

Represents PNM and the project in meetings with American Indian Tribal entities, numerous state and Federal agencies, the NM Attorney General's office and the NMPUC

Informs and advises management on project direction, economic, and legal risk

COMPETENCIES:
Knowledge of Bureau of Indian Affairs and various American Indian Tribal and government agency policies and procedures. Consults and complies with 25 CFR 169

Familiarity with New Mexico American Indian culture and ability to develop ! constructive working relationships

Broad knowledge of project management techniques and related specialty areas

Working knowledge of managerial principles

Ability to work on very complex long-term issues and projects

Effective time management skills with ability to schedule and track several complex projects at once

Excellent negotiation and facilitation skills for meetings and negotiating sessions internally and externally

In-depth understanding of company policies and direction, and ability to incorporate into project goals

Broad understanding of the utility industry, regulatory process, judicial process and political sensitivities

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's degree from four-year college or university in a specified technical field with five to seven years related experience, or equivalent combination of education and/or experience related to the! discipline.

CERTIFICATES, LICENSES, REGISTRATIONS:
! Must possess a current, legally valid drivers license and meet the companys driving record requirements. Preferred: IRWA Professional Certification

SUPERVISORY RESPONSIBILITIES:
This position has no direct supervisory authority, although the position is responsible for leading and coordinating a team of technical and administrative personnel in a matrix management mode for each project of responsibility. Coordinates external professional, technical and legal consultants, and attorneys working on the project.

COMMUNICATION SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals

Ability to write routine reports and correspondence

Ability to speak effectively before groups of customers or employees of organization and ability to effectively present information to department director, senior management, public groups, and American Indian Tribal ! governing bodies

MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

Ability to apply mathematical operations to compute long term lease and right of way payments

COMPUTER SKILLS:
Working knowledge of database, project management, spreadsheet, and word processing software, GIS and mapping

ANALYSIS AND PROBLEM-SOLVING ABILITY:
Defines issues and problems and establishes strategies for resolving them. Must have the ability to address complex and multifunctional operational issues and to formulate negotiation strategies and tactics to ensure results are consistent with company objectives. Deals with many abstract and concrete variables, especially in negotiation settings.
PHYSICAL DEMANDS:
While performing the duties of this jo! b, the employee is regularly required to sit up to 2/3 of the time. The employee must occasionally lift and/or move up to 10 pounds.

WORK ENVIRONMENT:
Primarily works in office environment, but may require in-state, project related travel.

SALARY RANGE

Salary Grade: P14

Minimum Midpoint Maximum

$66,660 - $88,880 - $111,100
