Job Summary

The Physical, Chemical, and Nano Sciences Cent! er (Center 1100) has an opening for a Senior Manager who wants to help build science strategy that brings state-of-the-art physical science to bear on Sandia's national security missions. Sandia looks to our basic and applied research to bring innovation and understanding that strengthens Sandia as a forefront science and technology institution. This Senior Manager will be responsible for coordinating Sandia's Basic Energy Sciences - Materials Science and Engineering Program, and the strongest candidates will demonstrate a deep understanding of this customer's interests and the value this customer places in Sandia's research. Program development roles can also include participation on LDRD Investment Area Teams, and other aspects within the Energy, Climate, and Infrastructure Security Program. Equally important to programmatic roles, this Senior Manager is responsible for the performance of the Semiconductor & Optical Sciences Group (1120), which consists of three departmen! ts: Quantum Phenomena, Semiconductor Materials & Device Scienc! es, and Advanced Materials Sciences. The Group's customers include Basic Energy Sciences, the Intelligence Community, the Nuclear Weapons Program, and Laboratory Directed Research and Development.

Group 1120 is one of three groups within Center 1100. In addition to line management responsibilities, Senior Managers serve the entire Center in multiple roles which involve close interactions with peers in Centers 1700 and 1800, and Divisions 5000, 6000, and 8000. All three Senior Managers in Center 1100 work closely together, and as a team they develop business opportunities for the entire center. All play a critical role in ensuring the success of the Center and precise responsibilities will depend on the strengths of the successful candidate and the collective backgrounds and interests of the set of Senior Managers. There is a modest amount of travel associated with the position.

The successful candidate will possess the following attributes:

This job series oversees and manages managers and members of the workforce within the group. Coordinates subordinate employee recruitment, selection, training, performance assessment, work assignments, salary, and recognition and disciplinary actions. Ensures that customer needs are satisfied safely and securely, through managing and coordinating specific deliverables, ov! erall program and project plans, budgets, structures, schedules, and staffing requirements. Balances the acquisition and development of manager and staff resources, capabilities, and existing and future projects or programs. Oversees activities that involve the creation and application of scientific theories and laws and engineering methods used within scientific and engineering disciplines to develop or demonstrate new designs, concepts, materials, machines, products, processes, or systems.

Supports the center director in crafting an organizational vision and objectives that are consistent with Sandia's strategic plan and customer expectations.
Assists in planning and coordinating a diverse range of mission activities, new initiatives, and products within and across the group.
Counsels and assists employees and management on government legislation, U.S. Department of Energy contract compliance, and Sandia policies or procedures to ensure compliance.
Assists in planning and coordinating a diverse range of research and development activities and processes for new ! technological initiatives and products within and across the organization.
Participates in the development of methods, techniques, and evaluation criteria for projects, programs, and people, and assists in determining how to use research and development organizations to meet work scope, schedules, budgets, and organizational goals.

Required

  • A PhD in Physics, Chemistry, Materials Science, Electrical Engineering or a closely related field, and a strong record of scientific and/or technical achievement.
  • Knowledge and understanding of how Sandia can support the ! energy mission of DOE, as well as the mission areas of the Defense Systems and Assessments and Nuclear Weapons programs. Especially essential is the ability to work effectively with personnel in the DOE Office of Basic Energy Sciences. This typically requires proven scientific excellence, broad knowledge of condensed matter and materials research, and superb interpersonal skills.
  • Demonstrated success in developing strategy, plans, and implementation of new science programs, particularly in synthesizing new technical and programmatic directions.
  • Effective skills in communication, teamwork and consensus building.
  • Direct technical and managerial experience, including a successful track record in mentoring and developing people.
  • Meet and exceed Full Spectrum Leadership requirements.
  • The ability to obtain and maintain a DOE Q Clearance

Security Clearance

Position requires a Department of Energy (DOE)-granted Q-level security clearance.

Sandia is required by DOE directive to conduct a pre-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications.
