Job Summary

Thi! s is a limited term assignment. These assignments are typically for up to a one-year period, with the option to extend for up to one additional year at the manager's discretion.

Telecommunicators are responsible for receiving, processing, and disseminating information, and for dispatching emergency response personnel for emergency (911) service calls, fire alarms, medical calls, toxic alarms and Haz-Mat response, etc. Other responsibilities include, but are not limited to, answering all non-emergency (311) service calls and the monitoring of the Lightning Detection, Fire Alarm and Facility Control Systems computers. The Telecommunicator position is responsible for being the Point-of-Contact (POC) for most Sandia/NM corporate programs during non-standard hours for notifications and reporting. The position may perform other duties as may be assigned. Telecommunicators are responsible for: on site protective actions and offsite protective action recommendations (notif! ication process).

Provides an array of emergency and ! non-emergency services to Sandia National Laboratories sites. Receives, processes, and disseminates information and dispatches emergency response personnel for emergency service calls, fire alarms, medical calls, toxic alarms and HAZMAT response, and so on. Other responsibilities include answering all non-emergency service calls and monitoring lightning detection, fire alarm, and facility control systems computers. Serves as the point of contact for most Sandia New Mexico-site corporate notification and reporting programs during non-standard hours. Actively participates in drills, exercises, and training in order to develop, improve, practice, and demonstrate response knowledge and skills proficiency. May perform other duties as assigned.

Primary Job Duties

Answers telephone calls requesting emergency services.
Evaluates the situation as related by the caller, or judges the possible situation in the absence of clear communication with the caller.
E! xecutes efficient and accurate dispatching while processing communications between emergency responders
Monitors the response units' activities as needed to provide additional support.
Documents calls in the Computer Aided Dispatch and other databases.
Follows the requirements for emergency response and firefighting dispatch as documented in the Baseline Needs Assessment (BNA).
Meets BNA-specific requirements for emergency communications to answer alarms within 15 seconds and dispatch within 60 seconds.
Uses special call taking questions of all natures and uses a specific system of interview questions designed to send appropriate resources, keep responders safe, and provide, if necessary, pre-arrival instructions.
Directs responders by utilizing specific mapping programs, such as Map Info, to expedite response times and provide safest routes of travel.
Provides prompt initial notification of protective actions to members of the workforce as well ! as notification to internal Sandia organizations and local, city, state! and federal authorities.
Maintain logs and other recordkeeping methods to support quality assurance reviews, post-event analysis, report production, and a chronology of notification and communications activities.
Works in an unpredictable, occasionally high-stress environment.

Knowledge, Skills & Abilities

Ability to use and operate communications equipment such as land mobile base station radios, hand-held radios, headsets, computer alert notification programs and paging.
Basic typing and computing skills, including Microsoft Office.
Experience in emergency response.
Experience working under pressure, exercising good judgment, and making sound decisions in emergency situations.
Experience effectively communicating with and eliciting information from personnel in traumatic or crisis situations.
Familiarity with Emergency Management Communications Center requirements and procedures.
Able to work based on business needs, incl! uding on-call shifts, rotating shifts, weekends, holidays and overtime to meet staffing requirements.
Ability to follow written and verbal instructions and procedures.
Able to write clear reports.
Familiarity with the geography of the assigned site.
Ability to work both independently and in a team environment, including the ability to function as part of the Emergency Response Organization.
Able to maintain external and in-house qualifications, demonstrate proficiency and competency, and successfully perform related duties to support Emergency Management Operations functions.
Ability to obtain and maintain appropriate security clearances.
Ability to maintain certification for medical call-taking through the National Academy of Emergency Medical Dispatch and licensure as an Emergency Medical Dispatcher (EMD) in New Mexico.

Required

-- 1 year experience in police, fire or medical emergency radio dispatch and telephone communicatio! ns.

-- Will be required to accomplish in-house training requir! ements (Emergency Management Communications Center) and must meet and maintain all job performance requirements.

-- Typing skills are a must.

-- Must wear a radio headset and operate computer equipment and emergency communications systems (CAD).

-- Must work shift work based on business needs, which currently includes rotating shifts, weekends, holidays and overtime as required to meet staffing requirements.

-- An on-call shift is required.

-- Must follow written and verbal instructions and procedures.

-- Possess report writing skills since all reports are subject to legal analysis.

-- The individual must learn the Sandia Building/Tech Areas and Kirtland AFB general geographic area.

-- Must work both independently and in a team environment.

-- Ability to maintain external and in-house qualifications, demonstrate proficiency and competency and successfully perform related duties as necessary to ! support Emergency Management Operations functions.

-- Ability to obtain and maintain a required US DOE L security clearance

Desired

-- Active DOE L security clearance.

-- National Academy of Emergency Dispatch EMD Certification.

-- 2 years of experience in the emergency response field.

Security Clearance

Position requires a Department of Energy (DOE)-granted L-level security clearance.

Sandia is required by DOE directive to conduct a pre-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications. Applicants for employment must be able to obtain and maintain a DOE L-level security clearance, which requires U.S. citizenship.
