Under general direction, coordinate and administer social services contracts; coordinate county-wide process improvement initiati! ves and serve as a liaison on various committees.
Major Duties and Responsibilities
Serve as a point of contact for social services projects as assigned concerning community research projects; develop program policies, procedures and work standards, including projects involving performance monitoring, customer surveys and strategic improvement.
Provide technical services on procedures and work standards involving social services to include evaluation and preparation of proposals and funding requests; prepare and route contracts for approval and monitor agency compliance.
Identify and conduct feasibility and demographic impact analyses of social service programs and projects; facilitate social service activities/needs for Bernalillo County.
Review and recommend policies and procedures in areas for strategic program improvements; develop plans to initiate improvements and report on the results.
Provide technical assistance and serve as County! liaison with outside agencies to improve and/or extend social! service related functions.
Serve on committees, task forces, evaluation and negotiation teams as assigned.
Prepare agenda items, periodic and summary reports on all areas of responsibility.
Evaluate and make recommendations on proposed social service programs and projects for compliance with budgetary guidelines and project costs; prepare reports as required to ensure compliance.
Coordinate and collaborate with other professional staff within the County.

Minimum Qualifications:
Bachelor Degree in public administration, business administration, economics, or r! elated field. Master Degree preferred.
Five (5) years of professional experience in an administrative capacity including experience in general management, project management, program analysis, budgeting and finance.
Ability to research and analyze complex issues, develop project plans, conduct surveys, and develop policy proposals.
Ability to communicate effectively in both oral and written English, to prepare accurate, concise, complete, and informative written materials, and to make effective presentations to small or large groups.
Ability to manage projects and personnel effectively and to work productively either independently or as a team member or team leader.
Ability to interact professionally, provide excellent customer service, and work productively with the public, agency representatives, and other County employees.
Ability to maintain objectivity and confidentiality in dealing with a variety of complex and pot! entially sensitive projects.
Ability to act promptly and consi! stently in accomplishing assigned responsibilities.
Excellent organizational skills and ability to handle effectively multiple concurrent assignments, and activities.
Proficient in the use of Windows-based word processing, spreadsheet, and database software and in the development and maintenance of application data.
Knowledge of performance monitoring, process reengineering, and continuous improvement principles.
Knowledge of administrative and managerial principles and practices of governmental agencies.
Knowledge of budgeting, cost control, and project management principles.
