Human Resources Generalist

Location: Albuquerque, New Mexico

Under general supervision perform professional and technical personnel services and provide support to County departments in one or more of the following areas: recruitme! nt, classification, salary administration and/or performance evaluation administration.
Duties and Responsibilities
Perform job audits and classification reviews. Develop, review and write job descriptions.

Plan, study, compile, analyze and organize data and make recommendations on decisions specific to departmental personnel transactions.

Assist and facilitate the development of career ladders.

Conduct and participate in the completion of salary surveys. Research, collect and analyze market data.

Review and evaluate salary recommendations for new hires and promotions.

Assist in the development of the performance evaluation program. Coordinate and track the completion of probationary and annual performance reviews.

Assist in the development of County recruitment program. Prepare recruitment advertisements and job announcements and participate in job fairs.

Administer and coordinate procedures for tempora! ry increases and review human resource maintenance reports for! accuracy on a routine basis.

Coordinate new employee orientation sessions.

Arrange and attend meetings regarding compensation related issues.

Maintain records in the areas of position control, performance evaluations, salary administration, temporary increases, classification reviews and job descriptions.

May evaluate and screen applicants. May conduct background and reference checks.

May serve as a back-up in the area of position control and job posting.

Prepare statistical reports and correspondence; respond to written and verbal inquiries regarding compensation procedures and other related matters.

Minimum Qualifications:
Bachelor Degree in human resources, business/public administration or related field plus three years experience in personnel administration. (OR a combination of post-secondary education and/or experience totaling seven (7) years in personnel administration). Compensation related experience preferred.

Knowledge of principles and practices of public personnel administration.

Knowledge of techniques of employee recruitment, classification and pay principles, job evaluation, salary administration and employee utilization.

Ability to analyze jobs, write job descriptions and write reports.

Ability to research, analyze and make recommendations for resolution to technical personnel problems.

Ability to utilize discretion and independent judgment. Must be able to maintain confidentiality at all times.

Ability to interpret and apply rules, regulations, policies and proced! ures.

Good communication skills, both oral and written, in Eng! lish.

Requires excellent basic math skills including statistics.

Requires excellent computer skills in word processing, spreadsheets and database systems.

Working Conditions
Essential job duties are performed indoors in a climate-controlled environment.

Primary work surface is even, dry, carpeted or tiled floor.

Works alone primarily, with or without directions. Works with a group at times and with a select team at times.
Equipment, Tools and Materials
Equipment used in performing duties includes: computer, typewriter, recording equipment, telephone, calculator, facsimile machine, and photocopy machine.!

Materials and products handled on performance of duties include: logs, spreadsheet, graphs, pie charts, writing utensils, safety manual, rules and regulations, and various office forms.

Must be able to work with arms bent or extended away from body or overhead and be able to push/pull with arms as needed.

Must be able to crouch and kneel occasionally.

Must be able to use hands and fingers in order to g! rasp/manipulate various equipment and materials needed to perform duties and responsibilities.

Must be able to coordinate use of hands and eyes in operation of equipment such as telephone, typewriter and computer.
