Under broad policy guidance and direction of the Board of County Commissioners, the County Manager is resp! onsible for the administration and operational services of County government. The County Manager ensures that all departmental activities are in compliance with Doña Ana County goals and objectives, state and federal laws, and county policies and procedures.
Essential Duties:
Conducts the business of the County under the policies adopted by the Board of County Commissioners. Makes recommendations to the Board of County Commissioners on policy as to the management and operation of the County. Responsible for the proper management of fiscal and budgetary matters, real property and facilities, roads and streets and County operations which are assigned to the Board of County Commissioners by the state constitution, state statutes and county ordinances. Carries out and achieves the Board of County Commissionersâ strategic goals and priorities. Develops systems and standards for program evaluation, and ensures the Countyâs activities are in compliance wit! h all laws, policies, and regulations. Monitors organization a! nd operations; reviews and evaluates work methods and procedures; develops and makes recommendations for improving the Countyâs operations and processes. Provides leadership and direction to County staff; prioritizes and assigns tasks and projects. Leads the development and preparation of proposed County budgets for delivery to the Board of County Commissioners and oversees the monitoring and administration of that budget to assure the financial well-being of the County. Meets regularly with Assistant County Managers, department directors, and Elected Officials to provide direction and guidance; analyzes and evaluates issues and proposals, develops recommendations and directs the implementation of solutions. Provides staff assistance to the Board of County Commissioners; prepares and presents staff reports and correspondence; provides support to assigned boards and commissions. Establishes appropriate service and staffing levels within County policy; analyzes workload tre! nds and determines staffing adjustments and personnel assignments; analyzes reports, complies information and recommends appropriate actions to the Board of County Commissioners. Directs the preparation of special and recurring reports and analytical studies on a wide variety of administrative and budgetary issues. Works directly with other County elected officials (i.e. Treasurer, Clerk, Sheriff, Assessor, Probate Judge, etc) to assist them with the implementation of their statutory duties. Develops effective working relationships with the State Legislature, elected officials, and local business and community leaders. Assesses current social, political and economic trends, anticipates significant changes that will impact the County and proposes appropriate responses that will minimize adverse impact and expand opportunities for County residents. Ensures the development, communication, Implementation and training of Doña Ana Countyâs Emergency Operations Plan (EOP). Auth! orizes the executive of the EOP, directing and ensuring adequate resour! ces are provided to best protect residents, employees and property of the Countyâs jurisdiction. Establish and maintain and effective system of communication throughout the organization and with the public. Responsible for the appointment, discipline or removal of Assistant County Managers and department directors subject to existing ordinances, rules, regulations and the Countyâs Performance Management system. Explains and advocates for County programs, policies, and procedures; resolves sensitive and controversial issues with both private citizens and citizen groups; promotes mutual understanding and consensus building. Recognizes and works with multi-cultural population and communities that have been economically and politically marginalized. Knows and abides by all county policies and procedures. Fosters a climate of ethical government service as the highest ranking employee in the County.
Qualifications:
A. Education. Bachelorâs degree in poli! tical science, business administration, city or county management, public administration or a related field. Masterâs degree from an accredited college or university in Public Administration, Government, or a related field is preferred. B . Experience . Five (5) years of increasingly responsible experience in government or business administration. Experience as a County Manager, County Administrator, or City Manager of a comparable sized organization is preferred.
C . Education and Experience substitution . In accordance with County policy.* D. Licenses/Certifications . Must have a valid, unrestricted driverâs license.
E . Other (e.g., post-offer medical exam, polygraph, background check, driverâs license record, etc.). Must pass pre-employment background and driverâs license check.

Unless otherwise specified, two (2) years of relevant experience m! ay be substituted for each year of required education to a maximum of 4 years of educational credit. Relevant experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. 2. Substitution of Education for Experience.
Unless otherwise specified, one (1) year of relevant education from an accredited college or university may be substituted for two (2) years of required experience. Relevant education is education that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or directly-related to the work of the position to be filled.
Knowledge/Skills/Abilities:
Must have advanced knowledge of operations, services, policies and activities of a County organization; management skills to analyze! programs, budgets, policies, operational needs; principles and best practices of program development and administration; principles and best practices of budget preparation and administration; and principles of supervision, training, and performance management. Must also have knowledge of federal, state, and county laws, rules, regulations and legislative procedures. Knowledge of current social, political, and economic trends in state and county government are preferred, as well as the ability to analyze Federal, State and local trends as they apply to County government. Must have advanced skills in planning, organizing, and directing the work of others; communicating clearly and concisely, both orally and in writing; and establishing and maintaining effective working relationships with others. Preferred skills include analyzing operational issues, evaluating alternatives, and making recommendations.
