Director of Procurement and Auxillary Units

Must be committed to serving a div! erse college community. Actively participates in and contributes to continuous quality improvement.
Duties:
Supervises, interviews, selects, trains, assigns, directs, supervises, evaluates and disciplines personnel; recruits interview team members; prepares personnel forms.
Creates, reviews, maintains and tracks procurement agreements; coordinates with legal counsel; works with contract stakeholders to facilitate agreement and execution.
Assists with budget development duties, including auxiliary revenue and expense projections, equipment budgeting, supply budgeting and new position budgeting.
Directs the college's procurement functions; prepares and establishes purchasing policies; develops requests for proposals and invitations to bid; coordinates with attorneys to resolve purchasing-related issues; develops and manages all central contracts for the college; manages, reviews and establishes procedures for all professional services agreement! s; assists in the development of specifications; establishes a! nd enforces purchasing card policies and procedures; provides purchasing recommendations for all major construction projects; manages all college contracts; meets and works with vendors; reviews all purchase orders for compliance.
Directs the college's food service functions; ensures that food services are in compliance with all health and sanitary requirements; reviews all revenue and expense reports; manages the food services budget; resolves complaints; researches and recommends new food service technologies; collects and analyzes customer response data; develops menu selections.
Directs the college's Kid's Campus; manages program budgets; develops and implements policies and procedures; develops and implements marketing strategies; manages facility maintenance; attends parent and teacher meetings; develops the annual program schedule; monitors the receipt and processing of payments; ensures compliance with state and federal regulations; applies for and administe! rs grant funds.
Directs the college's general services operations; establishes and maintains an effective vehicle fleet management program; manages a variety of general services budgets; monitors the surplus property program; manages the college recycling program; manages the college fixed asset program; researches and recommends new technologies.
In collaboration with the Bookstore Manager, oversees the college's Bookstore operations to ensure compliance with institutional values and goals; hires, trains, supervises and evaluates bookstore personnel.
Manages the college's campus signage functions; administers related budget; ensures all signs are properly installed and maintained.
Serves on a variety of college committees and task forces.
Performs related duties as assigned by the President or Chief Financial Officer.
Minimum Qualifications:
Master's degree from an accredited institution.
Eight (8) years' experience directly rela! ted to the major duties.
Equivalent experience may be substituted f! or education on a year for year basis.
Preferred Qualifications/Knowledge, Skills, and Abilities:
Master's degree from an accredited institution.
Procurement certification from a nationally recognized organization (CPPM, CPO, etc.).
Experience in higher education operational management.
Experience using BANNER software.
