Job Summary:
Provides a variety of general corporate legal services and legal subject matter expertise in one or more legal areas. Advises Sandia C! orporation on corporate legal issues affecting a federally funded research and development center managing and operating a national laboratory, including the Management and Operating Contract and regulatory compliance. Reviews documents and other information and advises the organization on appropriate action to remain in compliance with applicable laws and regulations. Coordinates legal matters handled by outside counsel and manages litigation, as assigned.
Primary Job Duties
- Counsels and assists management and employees on applicable international, federal, state laws, regulations, U.S. Department of Energy (DOE) contract compliance, and corporate policies or procedures.
- Interprets and prepares legal documents and analyzes and advises on the meaning and implementation of corporate policies.
- Provides legal advice to all levels of management and employees responsible for discrete corporate functions.
- Gives legal advice wi! th respect to administration, issue resolution, forms, policie! s, and contracts.
- Interacts with and manages outside counsel on litigation, administrative agency hearings, and general matters.
- Interacts with clients; local, state, and federal authorities; and DOE contract counsel.
- Advises management on complex projects and legal matters in order to anticipate, identify, and protect the corporation against legal liability as assigned.
- Provide legal support (transactional, litigation as required) to contribute to achievement of Sandia's mission in the areas of prime contract, procurement (subcontracts), logistics, controller, facilities and corporate governance, and other general law duties as assigned.
- Licensed to practice law in at least one state.
- Experience practicing law as a licensed attorney.
- Understanding of general corporate matters and ability to draft transactional documents.
- Demonstrated experience in one o! r more area of law such as environmental compliance and protection, labor relations, employment law, immigration law, data privacy, contract management, and/or litigation and claims.
- Requires good oral and written communication skills and interpersonal skills.
- Knowledge of the tools of and sources for legal research and the ability to devise and implement coherent and effective legal research.
- Skill in and knowledge of the concepts and processes involved in preparing for negotiations, conducting negotiations, and counseling a client regarding developments and options in a negotiation.
- Knowledge of the rules governing the practice of law, the ability to recognize and resolve ethical issues, and strict adherence to the rules of professional conduct, and confidentiality rules.
- Knowledge of software applications and technologies used in a technologically sophisticated law office.
- Ability to deliver legal advice and counsel i! n context of Sandia strategic mission and business objectives.
- In responding to specific request for legal advice, ability to identify other existing legal vulnerabilities and business impacts beyond the scope of the request.
- Ability to learn new areas of law, take on other duties as assigned, and demonstrate flexibility.
- Ability to work independently as appropriate.
- Must be licensed to practice law in one or more state
- 5-8 years of experience in federal procurement law in both prime contracts and subcontracts
- Demonstrated knowledge of the Federal Acquisition Regulations and DEAR, government property, fiscal law
- Experience negotiating terms & conditions and resolving contract performance issues
- Demonstrated knowledge of computer research such as Westlaw and/or Lexis
- Ability to obtain and maintain a security clearance
- DOE M&O contractor, laboratory and general business law experience desired
- Master of Laws in Government Procurement, Experience working within DOE Complex
- Experience working within DOE Complex
Position requires a Department of Energy (DOE)-granted L-level security clearance.
Sandia is required by DOE directive to conduct a pre-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications. Applicants for employment must be able to obtain and maintain a DOE L-level security clearance, which requires U.S. citizenship.
